In the past, in 2020, these two companies purchased two multipurpose unmanned vehicles for 3.8 billion won. For large-scale projects, both companies proposed the lowest bid price at the time, 0 won, but at that time, there was no technological gap between companies, so Hyundai Rotem ultimately became the operator through rock-paper-scissors. Later, when the Korea Defense Acquisition Administration banned zero won bidding, this time they offered 1 won, because securing the project is more important than immediate losses. Regarding this, Eom Hyo-sik, Director of Defense and Security at the Korea Defense and Security Forum, said, "If we take the pilot project, the next main project becomes a given, and overseas exports can also serve as references, so companies can profit even if they lose 49.6 billion won immediately."
